HHL League Rules
Return to Top1. HHL Commissioner
- David Livingstone is the HHL League Commissioner.

- The League Commissioner is responsible for determining arbitrations.
- The League Commissioner with holds the right to block any trades.
- The League can overrule a decision of the Commissar with a 2/3 vote on any issue including the removal of the Commissar from office
Return to Top2. Arbitration
- If there is a dispute regarding any aspect of the HHL, they can have their case heard in front on the League Commissioner.
- The Commissioners' rulings are final and binding.
Return to Top3. Team Structures
- Every HHL team must have the following players on their roster in order to place in the league standings:
4 Wingers - This player can be listed as a Left or Right winger in NHL guides.
2 Centers
1 Rogue - This player can be either a Winger or a Center in NHL guides
3 Defensemen
1 Goalie
- A HHL team is allowed to have a roster consisting of more than 11 players, up to a maximun of 20.
- If a HHL team roster exceeds 20 that team must release players, of their choice, with in 24 hrs to bring their roster down to 20. Meaning these excess players can be traded if there is not a trading freeze. Failing to release players with in 24 hrs will result in the league commissionar choose which players to release.
- Owners are responsible for determining a players HHL position.
Return to Top4. Player Positioning
- In order to assign a player to a position, that players position must be reflected from one of the following sources:
NHL.com
NHLPA.com
CBS Sportsline
Yahoo.com
- All players positions must be finalized by the Re-draft trading deadline.
- No other changes to a players position can be made until after the end of the playoffs
- If a player is traded after the re-draft trading deadline, the new owner can assign that player any position in accordance with General Rule 4.1
Return to Top5. Player Points
- Teams are awarded points in the following fashion:
1 assist = 1 point
1 goal = 1 point
1 Goalies Win = 2 points
1 Goalies Shut out = 3 points
- The points are totaled by adding only the 11 players that fill the valid positions.
Return to Top6. Owners Fees
- There is an owners fee of $100 a year to participate in the HHL.
- Every owners must pay this fee for the current year and for the following year in order to participate in the HHL.
Return to Top7. HHL Money
- HHL Money is not real money, but credit tracked by the HHL Commission.
- A team is awarded HHL money based on their Auction and Draft order at the end of the NHL season.(See Appendix A).
- Teams can obtain addition HHL monies through trades or individual awards.
- HHL Money is retained by a team though out that teams history.
Return to Top8. Player Protection
- At the end of a season a team is allowed to protect 6 players of any position from the Free Agency action and the Draft.
- Also a team is allowed to name up to 2 additional players, outside the aforementioned 6, as restricted free agents.
- All players not protected under this rule or under Rule 9: Rookie Protection, becomes a free agent
- For the protection submission deadlines see Appendix B.
Return to Top9. Rookie Protection
- A rookie is any hockey player that is considered an NHL rookie.
- At the end of a season a team is allowed to protect 2 rookie players of any position taken from the Draft.
- These protected players do not count towards the Player Protection.
- These players can be protected in this way for the year that player was drafted in the NHL, even if that player exceeds the rookie cap in that season.
- If in the Rookie Protected players' point total fails to exceeds the below values for their relative position, then that player can continue to be protected under the Rookie Protection Rule for the next year:
Goalies Rookie Cap <= 70 points
Forward Rookie Cap <= 50 points
Defenceman Rookie Cap <= 30 points
- If a player has been previously protected under this rule, and that player exceeds the above total points for their respective position, that player can no longer be protected using this Rookie Protection rule.
- If a rookie is release from an HHL team and that player is still considered an NHL rookie, that player can be drafted and protected as a rookie by any HHL team. (The Bobby Ryan Rule)
- Players taken in the Wavier or re-draft can NOT be protected under this rule.
Return to Top10. Draft Day
- For the draft dates and locations for the current year see Appendix B.
- First the Free Agency Auction will take place, then the Draft.
- Each team must finish the day with a legal team structure.
Return to Top11. Auction and Draft Order
- The order is in reverse order to the standings in the previous year, with the exception of the teams finishing 12th to 15th in the previous years' standings.
- The top 4 draft ordinals will be determined in a weight lottery of the teams finish 12th to 15th in the previous years' standings.
- The lottery will be weighted as follows:

Return to Top12. The Auction
- A free agent is any player who is not under contract with a HHL team.
- Each participant can only sign 4 players by auction or from restricted free agency.
- Each participant may bid on any free agent or restricted free agent using their HHL money.
- The minimum bid for any player is $1.
- The candidate must offer a bid higher than the previous highest bid.
- All dollar figures are public, including a teams current bank roll.
- The bid order will be determined as the Auction and Draft Order states.
- The order will go from first to last, first to last.
- At the beginning of the participant’s turn, he/she will offer a free agent up for auction. This participant MUST offer the first bid on the free agent.
- If the player is a restricted free agent then the team currently holding that players rights can NOT bid on that player.
- The next candidate in order after the player has been offered for bidding gets a chance to bid. This order of bidding will continue until the player has gone to the highest bidder.
- Owner can pass on a bid for each player. Once an owner has passed on a player that owner can not bid on that player again.
- If the player is a restricted free agent the team that currently owns the rights of that player has 2 options once bidding is complete on the player:
Match the highest bid on the player and add that player to their roster. This can only be done if the team does not have 4 players already signed.
OR
Release the player to the highest bidder and immediately receive half of the bid rounded up.
- Once an owner has purchased or matched four players they are removed from the auction order.
- This auction will continue until all owners agree that it is complete.
- After the auction is ruled complete, if a team has not signed 4 players and the team has unsigned restricted free agents, that team may protect these players for free.
- Any remaining unsigned restricted free agents will be release as free agents after the auction is complete.
- Players that are considered to be rookies can NOT bought in the auction.
Return to Top13. The Draft
- The draft order will be determined as the Auction and Draft Order states.
- The order will go from first to last, then first to last.
- The draft will last 5 rounds.
- Player that are considered to be NHL rookies OR that have been draft once by an HHL team can only be drafted or traded.
Return to Top14. The Re-Draft
- For the redraft dates and locations for the current year see Appendix B.
- The re-draft order is in reverse order to the standings in the current year.
- The order is taken from the standings 48 hours before the re-draft is to take place. This means that a teams redraft position can not change after this deadline, including trades.
- All non-draft pick and non-money futures must resolve 48 hours prior to the redraft.
- The order will go from first to last.
- The re-draft will last 1 round.
- Players taken in the re-draft can NOT be protected as rookies.
Return to Top15. The Waiver Auction
- Only free agents who are not considered HHL rookies are eligible in the waiver auction.
- Each HHL team has the right to sign 1 player.
- For the Waiver auction dates and locations for the current year see Appendix B.
- The waiver auction order is in reverse order to the standings in the current year.
- The order will go from first to last.
- The wavier auction will otherwise be conducted as the free agency draft
Return to Top16. Season Trading Deadline
- All non-money and non-draft pick futures made during the HHL season must resolve before the current year's trading deadline.
- This deadline corresponds with the NHL trading deadline.
Return to Top17. End of the Season
- For the end of season dates see Appendix B.
- Prize Money will be awarded to the top three team. (See Appendix C).
- In the event of a tie the follow steps will be used to determine the winner of the tie;
1) The Highest Non-Counting (NA) player on each team will be added to that teams point total. This will be repeated down through the NA players on each roster.
2) Compare highest point players, the owner with the highest point player wins.
3) Repeat step 2, accept use the position groups in the following order: Wingers, Centers, Defense, and Goalie.
- Teams finishing in 12th thru 15th, will pay the following penalty on top of their regular session dues:

- It is the previous years David Livingstone Memorial trophy winners responsibility to ingrave and ship the trophy to the current years trophy winner by July 1st of the current year.
- Failure to make this deadline will result in a penality of $5 Million per week late. If a team does not have enough revenue to cover this penality, then the league will make the payment on the teams behave, at an additional penality of $5 million per week.
Return to Top18. Playoffs
- Top 11 HHL teams in the HHL make the playoffs
- The playoff HHL Playoffs uses the same points and rule systems as the HHL regular season but only the Top 11 teams compete for the Hamber Cup.
- The HHL Playoffs correspond NHL Playoff Season.
- In the event of a tie the follow steps will be used to determine the winner of the tie;

- The Homer Cup
The bottom 4 teams enter into a "playoff" with each other for the entire NHL playoffs.
The rules match that of the HHL Cup.
After the HHL cup is awarded to the winning team, the Homer Cup will be be awarded to the truly WORST team in the HHL, the 4th place Homer Cup Playoff team.
The Homer cup finish order will match next season Draft order;
1st Place - 1st Pick overall, 2nd Place - 2nd Pick overall, 3rd Place - 3rd Pick overall, 4th Place - 4th Pick overall.
The "loser" tax will be in reverse of the draft order determination;
1st Place - $10, 2nd Place - $15, 3rd Place - $20, 4th Place - $30.
Return to Top19. End of the Playoffs
- After the Hamber Cup has been awarded, the draft order for the next season will be determined.
- HHL Money will be awarded to the owners based on the following years draft order. See appendix A
- HHL Money will be awarded to individuals for the winning a Hamber Award.
- HHL Money will be awarded for a teams playoff performance.
- Owners are allowed to make trades in the off-season.
- It is the previous years Hamber Cup champions responsibility to ingrave and ship the "Cup" to the current years champion by September 1st of the current year.
- Failure to make this deadline will result in a penality of $5 Million per week late. If a team does not have enough revenue to cover this penality, then the league will make the payment on the teams behave, at an additional penality of $5 million per week.
Return to Top20. Hamber Awards
- An award of $6 HHL Dollars will be awarded to individuals for the achieving the following accomplishments:
Top Rookie - This award goes to the team with the highest point achieving NHL rookie of the year.
Top Goalie - This award goes to the team with the highest point achieving NHL goalie of the year.
Top Forward - This award goes to the team with the highest point achieving NHL forward of the year.
Top Defenseman - This award goes to the team with the highest point achieving NHL defenseman of the year.
GM of the Year - This award is determined by an online owners vote to occur during the first 3 weeks of the playoffs. The results would be announced at the year end meeting.
- In the event of a tie the prize money will be divided up among the proponents.
Return to Top21. Trading General Conduct Rules
- All trades must be made be in the form of emails or phone calls to the HHL Commission and League Commissioner from all parties involved.
- All trades must be in good faith and equitable to all parties involved.
- Only players, draft picks, futures, and HHL money can be exchanged in a trade.
- All trades must be approved by the HHL Commission.
- All trade details must resolve within 2 year of the trade, meaning the trade must resolve in the current year or by the end of the next year.
- "Stacking" is not permitted by the HHL league.
- Once a team has traded a player, that player can not be trading back to that team for 12 calendar months. Though that player can be acquired in the draft or as a free agent.
Return to Top22. Trading in Futures
- Futures are part of a trade that will resolve at a pre-determined date and time. They can also put conditions around a trades details.
- Futures can exist of players, draft picks, and HHL money .
- All non-money and non-draft pick futures made during the HHL season must resolve before the current seasons trading deadline.
- All non-money and non-draft pick futures made during the HHL off-season must resolve before the up coming season's protection deadline.
- All non-draft pick and non-money futures must resolve 48 hours prior to the redraft.
- A team can not trade money it currently does not have.
- All draft pick futures must resolve within 2 seasons of the trade.
